I think the 4th fellow from the left is Oscar Jahns
It is Oscar Jahns. The man with the shovel is Rev. Paul Oehlert. They are in front of Trinity Lutheran School on Grignon St.
The person on the far left appears to Norbert Rhinerson who was the manager of Kaukauna Utilities in the 60's. the 4th person definitely is Oscar Jahns.
