I've already determined that July 15th fell on a Thursday in 1948, which would coincide with Wisconsin's Centennial. Outagamie County's Centennial would be 1951 and July 15 of that year fell on a Sunday, so I think we'll go with the Wisconsin Centennial in 1948, unless someone can do a little more detective work.
Can anyone identify the people in the photograph? Are they in costume? What are they doing (stuffing envelopes)? Where are they?
